If you use Windows 7 then just go in game folder (example for Win7 64bit: C:\Program Files (x86)\SQUARE ENIX - Eidos Interactive\Just Cause 2 ) and there you can find two files, Justcause2.exe and Justcause2_game.exe - click right click on them and pick properties, choose tab "compatibility" and then mark option "Run as administrator" and click OK.
